How much water had accumulated in the boat? Was the battery submerged?

Have you measured the battery voltage? Possibly the battery is dead.

Ty you so much for the reply first off. yes the battery was under water , but it was a brand new battery and still ohms out around 12.65 volts . I can jump the starter silanoid and the moter will crank . haven't done a spark test as of yet .

Its a 1967 based on your S/N.

If you still have battery voltage then you should be able to measure 12V at the starter solenoid. If you have voltage there, then you should still have 12V to the control box and at the switchbox RED terminal.

Here is a link to some wiring diagrams. Not sure which applies to your motor. You will be a better judge, knowing your motor.
