mercury lower unit installation question

i am trying to install a lower unit on a 1973 mercury 40hp outboard. and i can not get the gear to move once installed. it will move when not installed all the way, but once i install it all the way the gear wont move at all. do i need to have the gear in a certain position before i install the lower unit?(this is the gear that puts it in drive,reverse and nutral)

Ayuh,... EVERYTHING must be held in forward during assembley...

i have done mine in nutrel just need to make sure the shaft that shift gears lines up properly in the lower unit i had someone help me they lifted the lower unit into place while i laid down and lined it up
