mercury gear case torque specs

I Am Replacing The Carrier O-ring And The Prop Shaft Seals In A 1988 Mercury Xr4 150. This Gearcase Is A Cam Shift Type. My Question Is According To My Clymer Manual 1972 - 1989 On Page 305 Chapter 9 The Bearing Carrier Nut Is To Be Tightened To 210 Ft-lbs.,is This Correct??? That Seems Like To Much And It Certainly Was Not That Tight To Begin With. My Next Question Is Where Can I Buy This Tool For The Carrier Nut To Tighten It?? Snap On, Matco Tools Maybe. Any Information Would Greatly Be Appreciated.
