Mercury EL 25hp Outboard Shut Off

Hey, I have a 1990 mercury EL 25hp outboard, and I can't figure out how to shut it off.
The previous owner sold it to me without the instrument cluster and key start, so there are wires coming out of it that lead nowhere. Without the manual, I can't tell what they are supposed to do. Can someone send the manual to me? Serial number is 0D073154
With inspection of the engine, I found no way to shut it off, so I assume it can only be shut off electrically, or am I missing something?
The server won't allow me to upload photos yet, but I will when it does, so really right now I need the manual.
Also, to start this engine, do I need the wires to connect somewhere or can it start by just using the pull cord?

To stop the engine. Simply use the choke control. It will stop it if held in long enough. To restart. Do not use the choke on a warmed up and slightly flooded engine.

Is that the actual stopping procedure for this engine? Or is it supposed to just shut off with the key?

I said I don't have the instrument cluster or key start because the previous owner kept them. So I assume the only way to shut it off is with the key. I need a wiring diagram to figure out what wires are for the shut off.

Should be a kill switch on the front of the motor. Red toggle

No kill switch on mine for some reason. I saw photos of my outboard with the kill switch, but there is not one on mine. Only a plastic cap where it should be.

Buy a used one off of ebay. They usually plug right in by the CDI
