Mercury adjustment question

Can someone tell me what this adjustment screw is called and what it adjusts. Also is thete a general setting to start at?
this is a 2006 60hp four stroke.

Was hoping it would adjust the idle but it doesnt. After fiddling with it the engine will not go into reverse. I have taken the linkage cable loose and can shift it into forward and nuetral but cant even get it in reverse by hand??

Usually you have to have the motor running to shift into reverse, on land you turn the prop while shifting to line up the shift "dogs".
