Mercury 9.8 throttle lever

i am working on a merc 9.8 around 75 model and up, i rebuilt the carbs, and the black plastic thing (throttle lever?) on top that controls how much the butterfly is open on the side that is facing the intake. i dont remember how much it was set open before i replace the throttle lever...anyone know how to set this? or a good starting point?

Butterfly should be fully closed. NO GAP.

Idle speed is adjusted by retarding the timing, not opening and closing the butterfly.
