mercury 9.8 starting issue

i have an older mer 9.8 that has a new plug, gets spark, new fuel and filter and gets to the carb, has compression wont start; looking to figure out what I should check next. serial # 5316944 anyone have some idea s not sure how to test voltage reg; also no manuel. thanx

The first steps in trouble shoot a motor is to check for spark and then fuel. What have you got and what is missing.
