Mercury 75hp

I have a 2002 75hp Mercury outboard on a millinium pontoon. It will run and thottle up to high rpm in nutral position. Dose fine in gear until thottle up and will not go over 2 rpm and 5 mph. It dose not cut off or run badly. Any suggestions would be greatly appreciated..
