Mercury 6HP no more Power above 50% throttle

Hello
I have discovered a little problem with my 2-Stroke 6HP Mercury from 1987: While planing it seems that the engine cannot produce more power when i go past 50% throttle. In the acceleration-phase there is no more power above ca. 70-80% throttle-opening. It also does not sound like the engine is over-revving its almost like something is holding the engine back.
The result is a top speed of 11knots with a 3,2m long boat and a very hot lower housing/exhaust when i go to max. throttle.
Is it possible that this is related to the gasoline we have here in Germany? The lowest Octane-Rating available at Gas-Stations is 95 with 10% Ethanol, or 98Octane without Ethanol which i buy (costs 2 to 3 cents per liter more and you can store it for more than just 30 days), while the manual states that the engine needs at least 87 Octane.
I hope you can give me some advice on how to get this problem solved.
