Mercury 2.2hp cooling system

First Post so thanks for having me on here. From Bonnie Scotland.
I have just received a 2.2hp mariner 2 stroke that does not pump water from the impeller through to the tell tail but if I blow through the tell tail air is getting through so no blockage, a new impeller has been fitted.
Any ideas on a fix.

Salt build up and hardened somewhere or the pick up tube is broken perhaps.
Did you remember to put the key on the impeller back in so it actually turns ?

Fresh or salt water use ?

Remove both side plastic covers, remove the rubber hose from the block's nipple, get a can of WD-40, insert the plastic cannula and poke it in/out the nipple, hold the cannula in place and squirt an overdose of the product, let soak for 15 minutes, put hose back on nipple and start the motor, the outer reduced diam hose must be impeccable clean for the motor to pee right once the internal waer passage has been cleared. Does this 2.2 HP motor counts with a flushing port (wide bolt/plug) located under the pan ?

No water tubes to worry about when changing the impeller on this little motor.----Impeller is located right at the propeller.
