Mercury 1987 20hp will not run

I have a 20hp Mercury. I have set the timing on the motor. Cleaned the carb. I have 140psi both cyl.
I have great spark. Will jump 3/4 or 1 inch gap.
I did an ohms readings on coils compared to my 25 . They are in spec . I spray starting fluid in carb buttterfly open , then turn key it fires like a backfire not a run. Then if if I turn key again I get fumes out the carb. So I took the plate off to look at the reeds . They look good but 2 of them .
So I have spark, compression, fuel but will not run.
Open to suggestions.
If I put starting fluid in cyl won’t start either.
I can only think that stator is not putting out enough spark?
Can someone tell me what the readings should be on stator .

Spark jumps 3/4" to 1" gap? Not sure that I've ever seen that before. How did you set the timing? Did you do a full link and sync? Spark is no good if at the correct time.

So I have a spare tester . I set it to 1 inch spacing and tested spark. Was all over , put it to 3/4 it was a lot better . I put a straw in cyl 1 turned it till it was TDC . Then I looked at the flywheel it was on the two dots so the book shows that as setting the base time. As for the link and sink . I adjusted the throttle bar to be just at the line in the cam bar.
So that seems to be correct according to the book .
I have to agree I think timing is not sparking at the correct time . If I put starting fluid in the cyl . Put spark plugs back in turn the key. It still does not run. Every once in a while I get a backfire.
I can’t figure this one out. It’s got me ????

Have you tried changing your plug wires around
Yes I have . No change . I even thought of maybe someone out the coil wires on wrong . So took off fly wheel and everything looks good under it. Did some readings off the stator. According to CDI BLACK /white to Brown/yellow should be 650-850 ohms . Mine reads 742 so good .
Low speed should be 3.25-3.8 mine is 3.1 ?????
High speed should be 150-250 mine is 134 ohms
So I think my spark is not hot enough .
Ordering a new stator

Yes I have , I have a 25 hp a little newer but same concept . So I switched coils and wires . Didnohma reading on stator and trigger . Stator seems to be a little lower . So I orderd a new one . But spark at coil does not reed high . Can someone tell me what type of voltage I should be looking for at coil while cranking.

Is the flywheel key in tact? Try putting some gas from the fuel tank in a spray bottle and spraying gas into the carb while cranking the motor. If that gets it to run, you have some clogged jets in the carb.
