Mercruiser Alpha One Gen 2 Leaking Gear Lube from Intake + Not engaging in gear fully after lower shift cable replaced.

I am having an issue with my alpha one gen 2 where I am leaking gear lube from the lower water intake.
Another issue is when I go to do the shift cable adjustment as per the manual I cannot get the prop to lock fully when the shifter is in neutral and lower shift cable is pushed in all the way. It seems like it is not engaging the gears fully.
In regards to the gear oil leaking I have already replaced the water pump impeller kit with gaskets and replaced the bushing underneath the water pump impeller.

It is a seal under the impeller not a bushing
"shift cable adjustment as per the manual I cannot get the prop to lock fully when the shifter is in neutral and lower shift cable is pushed in all the way. "
Shifter in full fwd, prop should lock CCW

I attached a diagram, I replaced number 19+21. You are saying seal is number 20?

That’s also another thing I was not clear on. I did not put it in full forward but I did put it 3/4 forward and no locking. Do I need to put in full forward and push push in the cable when it is not attached?

19/21 is correct. unless you damaged the seal during installation it should not leak from there. plug the oil hole with a golf tee and retest the lower unit

I see, it's not that seal that sits underneath it?
