I think that hole is a drain. It doesn't go into the water cavity in the base itself but all the way through to the centre, yes? I looked up that Sierra number and it appears to be the right part.
What exactly is the water leaking from when you pressure test it?

The hole you have pictured is not the threaded hole for the flush attachment, so you likely have the correct water pump base. I assume you were using the o-ring that goes in the groove at the bottom of the base, correct?

thanks guys..yes on o-ring gasket at base...when I put the lower unit on muffs it seems like water is weeping from that hole,and fills up area where the shift shaft is...

ok! I think I might have the wrong base...you are correct mine is a MC-1 with the preload pin...if you go to tungstenmarine.com you can see that the water inlet is on the other side than the one I have..check it out and tell me what you think? Im talking about the base fyi...sorry little excited...its been a battle....lol

ok....I posted a video of air in water inlet line...I have new water pump and base,replaced waterpocket gasket,please help with any suggestions...check out video..thanks guys...

yes I do ...I also made sure it was down snug on the housing....this has been a long battle bro,and im totally stumped at this point....im pretty sure its exhaust bubbles cause it only does it when I rev the motor????

I did bro...and it looked good....so it seems that either its my water pump,or water pocket cover???is the anything else that it could possibly be?and thanks guys for help....

This video shows a motor with a similiar issue. They claim it was fixed with a new base plate. The bolts where over torqued when it was replaced by their local marina and it was warped. I would try some silicone below it before I spent more money chasing the problem.
The only other thing I would check besides the stuff mentioned would be your water line to the motor may be cracked and sucking air.
