Mercruiser inboard outboard 4.3 l 190 will not start at turns over but will not start after installing new battery changing fuel filter checking spark plugs and changing the oil

Is there spark? Fuel present in the carburetor?

Did it run before? It always helps to have more info. Model number and serial number of the motor is a must. Year is helpful also. We don't know if you are carb, or fuel injuncted. Let us know!
