Mercruiser 4.3 backfiring through carb and loosing power above 2,000 RPM

Current Issue:

The engine runs good at idle and starts easily (I got excited too early...) Starts to run rough, skip, bogs down, and backfires through the carb when advancing the throttle - starts getting bad just around 1,600-1,700 rpm and will not make much past 2,000.

Back story:

At the beginning of the summer I started the boat up and found water in the oil after the 1st run. Started the tear down to find the issue and located a crack in the intake manifold. I replaced the manifold with an edelbrock 2114 intake and a 4 brl - 2 brl adapter plate (thinking a future 4 brl upgrade down the line). Unfortunately the heads did come off and I had them checked out a a local machine shop as I didn't notice the crack in the bottom of the intake until it showed up as a rust line a few days later. I got everything back together with new gaskets and ended up with the issue above.

Tried:

New spark plugs were put back in to start with, wires and ignition all looked new. I have checked the new plugs and they appear normal. Double checked timing and firing order / wiring and everything appears to be correct. Base timing was set at 10 BTDC while grounding out the prl/white lead. Checked the timing while running and it is right at 10 deg, advances up to around 16 as the issues start. Replaced the fuel filter and I checked for air leaks by spraying some starter fluid around the carb base and intake with no results. Not sure were to go from here.

Back firing under acceleration can be a sign of a lean fuel condition. Suggest checking fuel pressure (3-7psi) first and then open the carb up and see if there is any crud in it.
