Mercruiser 3.0L won't turn over.

Workin on my buds boat. First time he tried to start her this season. Anyways just a clicking sound. I cleaned All electrical connections. Battery is good to go, tried three of em. Circuit breaker is good to go. I jumped the upper solenoid and it made the same clicking sound as when turning the key. Jumped starter solenoid and nuthin. Ran power directly to the starter and starter ground and nothing. Took starter out and it leaked a little bit of rusty water. I told my bud to buy the first solenoid, and a starter and main solenoid. What do ou guys think, overkill or good friendly advice? I'm putting all the components I for him.

Year? Serial number? They all aren't the same.

I hear ya. I don't get the serial but the year is '98 if that helps.

Yeah, that's close enough for this problem.
