Mercruiser 230 won't start.

My mercruiser 230 has aload click when the key is turned. There is power to the dash, starter and solenoid have been bench tested, but engine won't turn over. New plugs and wires. Any ideas?

Is there power to the starter solenoid? Can the engine be turned over by hand (barred over)?

Have you cleaned and tightened EVERY electrical connection?

There is power going to the starter and solenoid. I have tried jumping the solenoid and get the same result. Just a loud click. It sounds like the starter is engaging but won't/ can't turn the flywheel.
As far as turning the engine?, I put a socket and bar on, but it just seems to be tightening the bolt, how far can i push this bolt before it breaks?
Is this what you mean? I will take the belts off and try it from there. Will keep updating

what else can you tell us? was it ever running, did you just purchase it, was the drive remove for testing , was water ever in the engine cylinders,
