Mercontrol shift/throttle lever 75% travel limit now

Hello all, this 1975 merc 500 starts, shifts perfectly fwd and reverse runs great. Took it out and found throttle will only move til the lever is parallel with the floor so maybe 75%.
Took the cables off and the control lever goes full travel fwd and reverse. Any ideas on what might impede full range of the throttle. I was able to force it once but do not want to try that again.

Engines usually have a throttle stop setting. This is to protect the carbs from being pushed past their opening stops. Perhaps this adjustment is incorrect on your motor.

I am not sure if you have a distributor or not. If so, the adjustment may be above it on a black plate. if 4 coil ignition instead, the throttle stop will be on the throttle arm.

A service manual will tell you precisely where it is.

Are the Carbs fully opened when the Lever has stopped?
