Merc 500 2 stroke won't idle

I am having trouble with the idle, Runs at higher RPM but dies when idled down. s/n 7007644. Just replaced float washers and new gas line to the carbs, Almost sounds like it's starving for gas?

The trouble shooting starts with a compression test.-Then check for spark on all leads.---These are " no money spent " steps to take.
