Merc 2006 EFI 4 stroke Fuel Leak from Vent Assembly

I have a 2006 Mercury 25 hp 4 stroke EFI on my Craig Cat. Fuel is pouring out of the vent tube in the lower unit coming from the Vent assembly. Any ideas on what may be the problem? Reason for this leak? Attached are pixs of the Vent and overflow tube

Pull the vst off, remove the cap inside you will find a needle a seat that is stuck open.

Pulled it off and without damaging it tried to pry the two halves apart. Won't split! Should they be real tough to split?
