Merc 2005 9.9

I have a kicker that has the gear shift in the trottle grip and it will not go into reverse. There is a
light blue gear that will not engage. This is causing me to loose 800+ a day because I am a salmon
guide. I took it to a merc trained mech and he worked on it for 3 hours today and it still will not
engage. Help!

I'm sure he checked most of the obvious stuff, but dropping the lower unit to see if the shift shaft moves at the lower unit would at least narrow down the location of the problem. It only takes a few minutes to do it.
