merc 200 lowr unit install

I changed the impellar on my 96 merc 200 and when i try to get the lower unit back on it hangs up about an inch or more away. What's hanging me up???

Three things, water tube needs to be in and you need a second person to turn the flywheel by hand to align splines. Also, the shift spline could be slightly off. I used a needle nose vise-grip to get in there and wiggle the shift shaft to line it up. Make sure all splines are scraped clean and lightly lubed.

is it possible the water tube is hanging up and stopping it from seating
