merc 115 fuel pump

I am trying to trouble shoot a lack of fuel problem. I use 6-gal fuel tanks under the transom and have a new fuel line with new bulb.

How would I troubleshoot the fuel pump?

pump the prime bulb while the motor is running an see if it makes the motor run better if so need to rebuild fuel pump
