Merc 110 runs like a demon

I have a merc 9.8 110 that needs choking to start when hot or cold and needs throttle to stay alive. It has had a carb job and into fresh gas but runs at high rpms.
When I throttle down it cuts out if I turn the throttle too fast. I have to take her down to shifting rpms very slowly and even then it will sometimes stall out.
This motor has run very well for years and has been used less than average.
It has been well maintained. I looked for evidence of oil with respect to a possible bad crank seal but did not see any.
When I give the motor even a slight touch of gas it instantly races and takes its time coming back down.
I would appreciate any imput you all might give me

Just some things to look at.But first,did it ever run right after carb rebuild and how long ago was that done?Anyways,check floats in carbs for cracks,saturated w/gas,etc.,fuel pump?,was lync and sync performed?,dirty tank? verify good spark and compression?
