McCULLOCH not running right

I have a 45h 1957 McCULLOCH outboard. I got it to run at high idle but it surges and wants to die, or does die. Choke button will bring it back sometimes. If I put it in low to put in gear it will surge and die. When it surges it will physically shake the motor. Also the primer bulb never seems to get tight.

What year is your motor? There was no 45 up in 1957. Does it have dual carbs? Does spark jump a 1/4" air gap? What is your compression? Have you cleaned the carb? Is the fuel pump Diaphragm in good condition? Fuel pump check valves good? And if it actually says McCulloch on the hood it is 64 or newer.

Oh man I honestly thought it was original, ended up being the fuel pump diaphragm.
