Mariner 9.9 year and fuel/oil mixture

Picked up this engine yesterday owner is trying to dig up the papers.... the serial number is OGO43703. Can anyone tell me what the year and mixture ratio is, the owner said 40:1 but did not sound like he knew for sure.
