mariner 60hp 2 cyl 2 carbs, vacum hose fitting behind carbs

Hi all,My question is simple if you have seen this engine correctly assembled.there is a fitting for a 1/8 or so vacum line behind each carb,located on the left side of the spacer plate between carb and intake.On the lower carb the fitting has a small hose attached and it goes to the base of the "block" The top carb also has the same fitting. My question is are the 2 carbs supposed to be connected with a T fitting or is the top one plugged.Does this vacum fitting go to another place on the engine?I know there is another vacum hose from the front of the engine that runs my fuel pump. Right now the upper carb fitting doesn't have anything attached,when I block it totally it seems to richen my mix.The motor was like this when i got it.This is one of the mariners made in Japan.Please don't waste the email post to tell me to get a manual,Thanks for the help,happy boatin'
