mariner 60 problem

I have a Mariner 60 hp og381643.The primer bulb will not pump up.I have tried 3 new bulbs.It is not causing any problems.It starts right up and will run 5100 rpm's all day long,but I read on here where the primer bulb should pump up tight.

first off... if it ain't broke, don't fix it!<br />maybe a faulty check valve in the pump?
