Mariner 45 hp full throttle cutting out

If I go to full throttle, my engine seems to run a little rough and loose rpm. If I back off just a very little bit it acutally picks up rpm. Any body ever run into this problem. It is not the fuel pump or filter.

How are you sure its not the pump or filter ? Could be the ignition/carb timing is off.

I checked the timing. It is right on. The pump has been rebuilt. I even pumped the fuel tank priming bulb while operating the boat and no difference.
