Mariner 175 problems

I have a 1986 Mariner 175 serial number A113606 that I am having some problems with. The engine will fire right up on it idles great runs and sound great up to about 2000-2500 RPMs then it seams to want to cut out and wont gain anymore. Then every once in a while it will gain rpms and not cut out and run great and give about 5000-5500 rpms until I slow down to stop. Then the next try it will just go to about 2500 rpms at wot. I believe that it is an electrical problem because I have replaced all fuel lines, disassembled soaked and cleaned carbs, cleaned tank and added new gas, replaced fuel filters, decarbed it with seafoam. The bulb stays firm while running, pumping the bulb while running has no effect. I also pulled the plug wires one by one while the engine was under load and each time you could hear the rpms drop so I think that means all the cylinders are firing. Also the compression test all on all the cylinders was between 122-125. I have a hot spark on all the cylinders at idle. Just wondering if I am over looking anything, I am planning on using a volt tester but not sure of the correct readings and what are some key places to check? I am decent with a wrench just need pointed in the right direction. Any thoughts would be greatly appreciated. Thanks

It sounds like a bad high speed winding in the stator. Get on teh CDI.com or Dolphinmarineservices.com website and find the troubleshooting guide for your ADI ignition

Mercury specifies peak voltages, so you need a peak reading voltmeter, or DVA. you'll find one or both of the high speed windings read low. You may be able to verify that one of them is bad with an ohmmeter. Someone will post a chart for you I'm sure.
