Well, I think the mystery may be partially solved. If the prop won't come off, the motor has been in salt water for a while. Try a 2X4 and pry the prop away from the gearcase gently, alternating between prop blades. I recommend you tilt it up and soak the propshaft splines with some penetrating oil.
Pulling the powerhead will not help IMHO. I doubt you will budge it with the gearcase still attached. Use some wood wedges to get some separation between gearcase and midsection, hang the mother upside down, with the powerhead 1 inch off the ground, and spray the crap out of the driveshaft with penetrating oil. The goal is for the oil to drip into the crank/driveshaft connection and loosen it.
