Some clarifications etc . . .
1) 2 strokes are not banned in CA, some specific lakes throughout the country, but that is mostly a myth. Most emission standards do not require a specific technology.
2) Emissions are not reduced by water They bubble up way quicker than any assistance can be given.
3) Catalysts are not required anywhere yet. Here is the CA law which goes into effect July 2008. It is written properly in that it does not require a technology, it requires an emission standard.
