Manual Release Valve Stripped and Engine Stuck in Down Position

I have a 2000 Mercury 150 EFI. The Manual Release Valve on the Starboard side was partially stripped and dry rotted (made of white plastic/nylon?)... well by trying to turn it I broke it all the way off. I want to attempt to take it out using an easy out or reverse threaded drill bit but is it safe to take it all the way out while the engine is in the down position? Thanks!

Help! Is it okay to remove the manual release valve while the engine is in the down position? (engine stuck down). I want to remove after work if possible but dont want any surprises :)
