Mag 350 MPI hesitating at low speed

Been having issues with a mercruiser 350 mag MPI heaitating, with what seems random, at low speed or idle. It starts up great and runs well at higher speed. Then when the motor is placed back in neutral it hesitates or is sluggish bringing back up to speed. I thought maybe it was bad gas but ive ran most
of it out after treating it again. Also, have changed the fuel filter and plugs. Anyone have any ideas or similar issues?

have you checked the content of your fuel filters?
does the motor have the crab-cap on the dizzy? those go bad often and should be changed regularly (about every 2-3 years)
