lower unit on a '96 johnson ocean runner

Trying to figure out how to drop the lower unit. I have pulled all the bolts and it releases about an inch but won't drop. What step did I miss or what is next step? Thanks

the shift rod is attahced up under the block usually....

As Bob said, look under the center of the motor low in the bottom cowl. My '98 has a clevis pin. You need to pull it and slide the linkage to the right to release the shift rod.
