Lower Unit 1976 200 20 hp

As I was in the process of changing the impeller on my 1976 200 20 hp merc I notice an issue with the gears. After draing the lu oil the prop wouldn't turn the motor over (it did b4 this) it makes a clicking noise. I went ahead with the impeller replace and turned the flywheel to reassemble. Back together it shifts F, N and R but same click when turning prop in F. When I turn the flywheel in N the prop turns (also turns in F and R). I didn't refill with gear oil because thought I might have to drain again. Would the absence of gear oil affect the shifting or do I have a bigger problem?

It's normal to rachet in fwd. gear that works like a over running clutch in a rear end and lock both ways in rev.
