Lower control cable question

So my boat, 1987 stingray SS, has a Merc 3.0 and was purchased last summer. I replaced the controller and upper shift and throttle control cancel but not the lower control cable. I recently took the carb off to rebuild and to the best of my ability tried to not disturb the cable settings. I hooked everything back up but now can’t get into forward. I went though the install/adjustment process in the manual, many times but now matter what I did it would not engage the kill switch to get it in forward. I can push the cable until it engages the dogs but there is zero pressure from there and it will continue to go to the threads pushed. My thought process tells me there is no way this will engage the switch since there is s no pressure. Now my question, is my lower cable junk? Or could this be another issue?

I did follow the manual and was in the water. So it doesn’t kill going into gear just out? I was in the water trying to get it into gear and no matter what it wouldn’t interrupt going into gear. I’m guessing I must of messed something up. I’ll try again tomorrow.

Yes the interrupter only works in water, and out of gear into neutral.

Ok, thanks! I guess i must of screwed up somewhere. I’ll go through the manuals steps again and give it another go.

It’s odd because the manual doesn’t say anything about 6 inches to the lower shift barrel but every video I’ve watched says to measure that distance. Also they say put it in forward to attach the throttle control cable, does this mean full forward or until that first notch you feel going into forward? I can’t seem to figure that out.
