Low RPM Vibration

2004 Mercury 75HP 2-stroke has a bad vibration below 1,500 RPM but is not noticeable at higher RPM. The prop does not show any obvious damage so what should I check or is this a common issue with this motor.

It sounds like one cyl is mis firing at low speed, could be plugs.
