Low compression on all cylinders 60hp

Have a 1991 60hp johnson. Compression check revealed 90lbs on #1, 10lbs on #2 and 65lbs on #3. Could it be the head gasket? Any ideas would be helpful.

After the new pistons and rings are installed, check all service bulletins, for upgraded cooling systems changes,and parts. Carbuator jet, and timing change, all posted on board.
