Loose Bow Railing - Access

Hi gang,
I'm assuming this has been asked before but searching through the threads I could not find it. One of my bow handles is loose. It is held on in two places from underneath. The rear bolt I can get my hand up there and tighten. However, no prayer on the front one. I was assuming that there would be an access behind the cushion, but nope. How do I get at it? Drill a hole big enough to get up in there? The good news is now I can clean behind the cushions!

Ayuh,....... Welcome Aboard,...... I s'pose you could cut in a hatch behind/ in the seat back to reach it,....
