Looks like gear oil, probably leaking from one of two places???
The shift rod seal, or the drive shaft seal under the water pump.
Drain the oil, drop the lower unit, then pressure test and using soapy water find the leak.
That hole is there just for that reason, to drain excess water or unburned gas/oil from the carbs.
