Leaking Gas in Water – 1995 40HP Mercury

Gents,
I have a 1995 40HP 4 cylinder oil injected Mercury – on the initial outing I identified two problems:
  1. A small gas/oil pool when the motor stops – about 4 tablespoons
  2. The engine floods easily, even when warm
I am not a motor guy but suspect the engine is running rich – is there a way to lean-out the motor or is this just how it is with older carburetor outboards? I bought this for fishing on pristine lakes and this is really a problem – even thinking of re-powering with a CARB compliant motor. Any suggestions? Will a user-manual help? Please keep any suggestions simple. Thanks.

Sounds like the needle valve in the carb is not shutting off the fuel. Either bad valve or float malfunctioning or incorrectly set. Get a carb kit(s) and install. Site has them or look up Sierra after market.
