leaking from exhaust housing shift rod gromet

Is there suppose to be water coming out of this grommet when I have the earmuffs on and the motor running? Not much comes out until the rpms go up

I have a 1969 6hp evinrude and the shift shaft goes through the exhaust housing. Its normal for some water to leak out of the hole where the shift lever goes into the side of the motor.

I am sorry It is an evinrude 15hp 85 model.
