Lazer II 43ES Trolling Motor

I have a Lazer II Trolling motor (model 43ES)that I got for free. The foot pedal did not come with the unit. I am trying to see if it actually works and if it is worth trying to locate a foot controller. When I hook up the power cables, nothing lights up. I pulled the top cover and there is power inside at the battery cables, but not sure what else to check. Should any of the lights light up with the power hooked up and no foot controller plugged in?

Any help would be appreciated.

The foot control is what applies power, selects speed, etc., so no -- nothing can light up.

Bummer, now I have to find a foot controller somewhere. Anyone have any ideas on where I can find one? I checked Ebay already.
