Did it run better reasonly or has it been getting bad over time. Running better with the cover off makes me suspect a exhaust leak either from the lower seal,or the exhaust plate? The lack of power would be from lack of back pressure. A soapy water solution at the base of the motor would be a easy thing to try to see if its at the lower seal.Have you checked the pressure on the fuel pump? Just disconnect it and crank the engine over should be a good stream. You could also do it with a pressure gage in line as the motor runs. <br />steve
