Johnson Seahorse 4hp 2cyl 1983 forward gear not working please help

I have a 1983 Johnson Seahorse 4hp that stopped shifting into forward this only has a manual lever that is either neutral or forward the lever moves freely back and forth but never shifts I checked the clutch and the shear pin on the prop both are fine please help

You may have some loose or broken shift linkage under the power head or a problem in the lower unit.. Pull the lower unit and pull up and down on the shift rod and see if it's loose. If not the problem is in the gear case. Easy to take apart.
