So took the boat out yesterday and rode around for about 30 minutes to a hour and cut the motor off Nx did some fishing and when I went to start it up the flywheel was so tight I couldn't budge it

What ratio did you mix the gas, and have you tried turning the motor since?

How much oil did you put in the gas and how many gallons of gas did you put in there?

Yes if you had no oil in the lower unit it is most likely locked up. Pull off the gearcase then try turning over the motor.

think hunter has it right ^^ (your question implies an issue there....) Can try a combination of operating the gearshift, nudging prop, flywheel by hand (motor off) -- try to free up the gears. If you forgot to add oil, I would first fill it up and see if the mechanism will work for you (shifts in and out of gear -- again, may have to nudge prop or flywheel to shift.) If seems to operate normally, can try motor. Can't hurt to be optimistic.

80-90wt marine gear lube. Is the lower unit locked up? Or is it the engine?

Could be a busted shock absorber spring. Is it a 5hp w/neutral clutch, or is it a 5.5hp with full gearshift? It helps to know these things.

You might have a "double whammy"...good luck. Is this your first outboard?
