johnson control box help

my friend just bought his second boat. it had a 90 hjorse 1985 johnson outboard, he tookit to a repair shop and was told it had a bad power head. so he bought a 1973 65 horse from inlaws. we can not get this boat to run at full speed. it starts good, idles fine and runs good but not at full throttle. we have tried adjusting cables no help. we think iot might be the wrong control box. he is using the control box for the 1985 90 horse, but the 1973 needs the electric choke hook up. any help would be appreciated. also today we found a spring going from the throttle to what we believe would be a choke not hooked up. the spring actually hooks up the carb butterflies up to move with throttle but we do not see where the spring hooks up. the two problems could be related we just do not know. it is both mine and my friends first boat project. also he has the control box for the 1973 65 horse powershift 2 but the old owners took the control box apart and disconnected all the wires, so we need a wrring diagrahm to reconnect all wires in control box to use it. any suggestions would be really welcomed. my friend picked this boat up really cheap and is triing to do all work himself, and has less than 1500 dollars into boat:)

on the center carb there are 2 springs the one goes into the solenoid for the choke the other one is to push the butter fly back after the solenoid has pulled in , the wiring is easy 1 positive, the body of the solenoid the negative .
