Johnson 9.9 Seahorse power head removal

I'm trying to remove the powerhead to access the grommet at the top of the water pick-up tube to solve my cooling water circulation problem. I've removed several bolts underneath the cowling, unbolted the motor mounts, and taken off or disconnected anything else I see that cold hold the powerhead in place but there must be something I'm missing. I can't get the powerhead to budge. I see two large phillips head screws on either side of the exhaust tube housing several inches below the powerhead cowling. Do those come out? Can someone tell me what I'm missing? Thanks.
