Johnson 9.5 1972 Tilt Lock mechanism question

Hi,
I'm restoring one of the above lovely engines, and am stumped regarding a part of the tilt lock. I have looked at the parts diagrams but still can't figure it out.
When the engine is tilted up, it is held in place by the large rod (on the right when looking at the engine from the front side). In addition, there is a ratchet mechanism to the left (visible on the attached photo) which prevents the engine being lowered. On my engine the large rod is moved by moving the tilt lever, however I can't find out how to release the left-side ratchet mechanism. The only way is to move the ratchet itself, which is clearly not the way it is supposed to be done. Any ideas how it is supposed to work ? I think I must be missing some small part.

The ratchet is a friction device to let it tilt up easy, but go back down in a controlled decent fashion. The thru-bolt that goes though the brackets controls the amount of friction by tightening or loosening the nut. If it is too stiff, loosen the nut. If unmoveable, take it apart and see what is wrong with the friction cone part. May just need grease (?)
